Mr. Boot will discuss exerpts from his new book titled, Out of Order: Arrogance, Corruption, and Incompetence on the Bench. The book includes a Foreward by Judge Robert Bork. Most people blame lawyers for the problems of our legal system, but lawyers only do what judges let them get away with. This meticulously documented book will inaugurate a long overdue debate on the role and responsibility of judges. The author credits the NCPA's Director of Criminal Justice Center, Morgan Reynolds, with the research materials for his book.

The National Center for Policy Analysis is a public policy research institute founded in 1983 and internationally known for its studies on public policy issues. The NCPA is headquartered in Dallas, Texas, with an office in Washington, D.C.
