There is a growing backlash against outsourcing – sending domestic work to foreign businesses – and it is spilling onto the floor in Congress. However, there is little information about the effects of outsourcing for workers, employers and the economy: What is outsourcing? What are the costs and benefits of outsourcing? How pervasive is it? Is it ultimately good or bad for the economy? What can Congress do about it?
