Dallas (November 12, 1999) — Should Congress raise the minimum wage? Should the city of Dallas mandate a so-called "living wage" of $9 per hour for employees of businesses that contract with the city? What could be the possible economic consequences of either proposal. To discuss these questions and more National Center for Policy Analysis President John C.
