Judge Starr was born and raised in Texas. He now lives with his wife and three children in McLean, Virginia. In addition to serving as independent counsel in the investigation of President Clinton, he served as Solicitor General of the United States from 1989 to 1993, as a United States Circuit Judge from 1983 to 1989, and as a counselor to U.S. Attorney General William French Smith from 1981 to 1983. He is a graduate of Duke University Law School.
